Demonstrations of protest against salary non – payment to BSNL employees

It is very unfortunate that payment of salaries of the Executives and Non-Executives of BSNL for the month of February, 2019 is not made today.

All of us are aware that BSNL is not getting permission of the DoT for taking Bank loans. The AUAB has already demanded that the DoT should immediately permit BSNL for taking Bank loans to tide over the crises.

However, so far, the DoT has not given the necessary approval.

The AUAB has called on the employees to organize demonstrations tomorrow the 01-03-2019, protesting the non-payment of salary and demanding the DoT to immediately grant sanction to BSNL for taking Bank loans.

All Circle and District unions of BSNLEU are requested to coordinate with the other constituents of AUAB and to organize the demonstrations successfully.

Sub: Long pending burning issues of the Railwaymen

In reference to our earlier letter of even number dated January 22, 2019, all the three issues, which have been discussed with your goodself, in the presence of the MS and CRB, i.e. revision of rates of Running Allowances and other allowances related to Running Staff, as has been informed to us, has been sent to the MoF(Deptt. of Exp.), but not traceable there, implementation of four-grade structure(in the ratio of 10:20:20:50) in case of Track Maintainers, the file, as has been informed to us, has been sent to your goodself by the M.E., the case regarding restructuring of the IT Cadre, it was informed to us, has also been forwarded to your goodself by the F.C.

Since all the above-mentioned issues have been agreed by your goodself, being delayed at various stages, need to be resolved at an earliest to avoid mental agony of the concerned vulnerable categories of the Railway employees.

We are quite thankful for your directions to the Railway Board for filling-up of vacancies. This will definitely improve the efficiency and productivity of the Railways as well as will provide some relief to the Railwaymen who are working beyond their duty hours under lot of stress.

Dear Sir, the Indian Railways, at present, have almost more than six lakh Railwaymen, who are covered under National Pension System(NPS) and are having lot of anguish against this scheme. Many a times this issue has been raised by the AIRF as also by the NC/JCM(Staff Side) and NJCA. The staff working under this scheme is agitating here and there, but their main demand of Old Pension Scheme is not being considered, resulting in lot of frustration amongst these staff. Since at present you are also looking after the Finance Portfolio, it is our humble submission that, the letters written by the Hon’ble Railway Ministers for bringing the Railwaymen under Old Defined Pension Scheme, should be restored for the Railwaymen who are working under all arduous and hazardous circumstances 24X7, all weathers, as also more than 400 to 500 Railwaymen are sacrificing their lives, for running the lifeline of the country, every year.

We sincerely hope that, you will kindly look into the above burning issues and will try to resolve these at an earliest.

THREE DAYS BSNL STRIKE FROM 18-02-2019 TO 20-02-2019

AUAB rejects the proposal of the Management for deferring the salary for the month of February 2019. – AUAB also rejects the appeal of the Management to withdraw the strike.

A meeting between the AUAB and the BSNL Management was held today at 17.30 hrs. Shri Anupam Srivastava, CMD, BSNL, Ms.Sujatha.T |Ray, Director (HR & Finance) and Shri A.M.Gupta GM (SR) were present. From AUAB, Com.P.Abhimanyu, Convener, Com.Chandeswar Singh, Chairman, Com.K.Sebastin, GS, SNEA., Com. Prahlad Rai, GS, AIBSBNLEA, Com.Pathak, AGS, AIGETOA., Com.Suresh Kumar, GS, BSNL MS, Com.H.P.Singh, Dy. GS,BSNLOA and Com.S. Sivakumar, President, AIBSNLEA participated.. The CMD, BSNL explained the serious financial crisis being faced by the BSNL and appealed for the cooperation of the AUAB, for deferring payment of the salary for the month of February 2019. The AUAB representatives firmly rejected the request of the CMD, BSNL. They told in one voice that payment that the payment of salary of employees should not be deferred. Thereafter, the CMD, BSNL said that the 3 days strike called on by the AUAB from 18-02-2019 will be self-defeating and appealed to call off the strike.. The representatives of the AUAB rejected the appeal of the CMD, BSNL and reaffirmed that the strike will take place at any cost. They told the Management that the repeated assurances given by the Hon’ble Minister of State for Communications are not implemented by DoT and that the strike will now take place successfully.. The AUAB told the HB Management in categorical term that there is no question of going back from the decision to go on strike.

Sub :  Response of the Association on recommendation of the Committee for overseeing the prospect of augmentation promotional avenue – Cadre of IP/ASP

Respected Sir,

In response to the email under reference it is to inform that the CHQ body of this Association comprising of Circle Secretaries of different Circe Branches of this Association met on 9th Feb 2019 in New Delhi and gone through the Draft Recommendation of the “Departmental Committee” on cadre restructuring of Inspector Posts Cadre  and decided to bring to your kind notice to consider the following points for active consideration with a pragmatic view.

    The CHQ has decided to propose for up-gradation of more number of PS Gr B posts from ASPs taking in to account the NFSG component instead of upgrading of PS Gr B posts to JTS since this Association has proposed up-gradation of 638 PS Gr B (including 300 NFSG Posts at Level 10) from ASP as per the proposal submitted by this Association (No. CHQ/AIAIASP/Cadre Restructuring/2016 Dated 19.09.2017 refers).

This Association urges upon to retain all the proposed upgraded posts confined to Seniority cum fitness quota only and such promotees to be allowed to be posted within the parent circle.

    What suggested in the draft recommendation by the “Departmental Committee” to restrict the promotional quota from IP line for five (5) years only that will give temporary relief obviously but immediately after expiry of five years much more number of posts of JTS will go to Direct Recruits(DR)  as long as the ratio of DP:DR = 50:50  exists in the RR of JTS.  This may be in put into ratio for DP: DR =75:25, if JTS element is enforced at all.

          No comments against para 3 of the draft recommendation of the Departmental Committee.
  1. It appears from Para 4 of the recommendation of the “Departmental  Committee” that one ASP post to be upgraded to PS Gr B post from upgraded Class- I Divisions, if enforced as per recommendation; one PS Gr- B post proposed to be upgraded from ASP from Class- I divisions having no PS Gr B post, one PS Gr-B post proposed to be upgraded in Upgraded Foreign posts and one post of PS Gr B in Circle Office as Manager(BD).

  1. In the issue of proposed merger of RMS Sub Divisions made in Para 5 of the draft recommendation by the “Departmental Committee” , this Association is of the opinion that any merger must have to be examined in view of the SIU norms.
     This Association appreciate Para 6 of the recommendation of the “Departmental Committee” for placing  the IPs in all Sub Divisions. In this context, it is also suggested to examine the re-organisation of Sub Divisions after implementation of Cadre Restructuring.

      Likewise Para 6 we appreciate the recommendation for up-gradation of all posts of In-Charge, CBS(CPC) to PS Gr B made in Para 7 of Draft Recommendation of “Departmental Committee”.

On up-gradation of CPCs, presence of ASP posts also to be considered for assistance of  the PS Gr B officers, considering the technical aspects.

    This Association appreciate the recommendation of up-gradation of In-Charge at National Speed Post Hub to Ps Gr B made at Para 8 of the Draft Recommendation of “Departmental Committee” as proposed in our said letter.   

     This Association  welcome  the recommendation of the “Departmental Committee” for their strong recommendation made in Para 9 for accepting our proposal of 10% Leave Reserve posts in IP, ASP and PS Gr B cadres.   

In view of the above this Association urges upon to take care of all the aspects as put forward by the Association with a pragmatic view and to implement the Cadre Restructuring at the earliest opportunity which has been denied decades together.
